When requesting the national agreement, it should be noted that united unification is the only party to determine who signed the agreement. However, the MSCA, as the negotiating representative of the signatory contractors, is in an advantageous position to be a lawyer for contractors who wish to sign the agreement. In addition, contractors who have signed the national agreement or a local union may, at the end of a local agreement, avail themselves of paragraph 73 and request the implementation of a calendar A. Such a calendar A must be implemented within 30 days of receipt of the application and may contain service salaries and fringes. This paragraph also provides for the possibility of submitting all unresolved issues to the Labour Relations Board (IRC) to resolve all issues. (see sections on calendars A and IRC).
