28 Sep National Health Reform Agreement Victoria
Given the strengthening of claims oversight for Medicare and private health insurance for services provided in public hospitals, it is timely to review billing policies, procedures, and training for Medicare staff to ensure that claims are invoked only in the circumstances authorized by the new addition. In addition, public health providers have the opportunity to participate in the development of the trade rules for comparing data with the administrator and in any proposed changes to the rules by the Commonwealth. As of July 1, 2020, Annex J – Addendum to the National Health System Reform Agreement will enter into force. [PDF 2.71 MB | DOCX 182KB] The new addition contains two new sections in Schedule G (Business Rules). One of the key elements of the National Health Reform Agreement was the creation of the Independent Hospital Pricing Authority (IHPA) to manage healthcare funding on an activity-based basis, possibly providing for block funding. The IHPA is a Commonwealth legal authority that was set up to oversee the gradual implementation of a uniform approach at the national level of the ABF. The IHPA calculates and determines an efficient national price (NEP) and price weights for public hospital services. It also establishes an efficient national cost (NEC) for the block financing of small rural rural health services (SRHS). Public hospitals across the country will be funded by record highs over the next five years, after all states and territories sign the Morrison government`s new health care reform agreement. Bilateral Agreement on Coordinated Health System Reform (SPPS) The new National Health System Reform Agreement 2020-25 provides $131.4 billion in additional funding for public hospitals over five years, between 2020 and 21. This is in addition to the Commonwealth`s health investments of more than $8 billion during the COVID-19 response. The agreement also established a national health financing pool to make payments to hospitals and a national health services agency to monitor and report on the hospital`s performance.
On 29 May, the Council of Australian Governments (COAG) approved several amendments to the National Health Reform Agreement (NHRA), which will come into force on 1 July 2020. Compliance with NHRA conditions is critical for public health facilities seeking access to Medicare discounts for private health services at these facilities.. . . .
